I stumbled upon this site, goqr.me and decided that I may print or get some stickers with this QR code on it to plaster around the area.

How does this work? Does one take a photo of that with their phone and somehow get redirected to the forum?

If you have a smartphone, you can use a QR scanning app that uses the camera to read the code, and it'll decode it, and (in this case, since it's a link), open up your browser.
I guess I don't really get it. Is tapatalk so I can access this forum from my phone easier?
QR codes are 2D barcodes. you use a barcode scanner to decode them, in this case the scan gives you a link to a web page that yo u can tap on your phone to follow to the site it links to.

Here is a reader I recommend using.
iDevice - mobiletag barcodes reader for iPhone, iPod touch, and iPad on the iTunes App Store
Android - http://goo.gl/JodS0
Also available for BlackBerry, Windows Mobile, and Nokia. I've used this MobileTag app on my iPod 4 gen for some time now.
