I'm wondering if enabling GPU Accelerated Compositing or GPU Accelerated Canvas 2D improve or hinder battery life on notebooks/Cr-48? I'm doing my own tests, but I want to know from a technical standpoint since this should reduce CPU usage.

From a technical standpoint, yes.
A GPU is much more efficient than a CPU when it comes to what it's made for. A GPU can handle graphics many times more quickly than a CPU while working with less energy for a shorter time.
So it may not give you a huge battery life boost but it might show a little bit.
