Known issue - not able to be changed.
I downloaded and installed Picnik, as described in the web page linked from above, but when I launched Picnik from my Chrome browser on my CR-48, all I saw was a blank screen. So, then I tried the same thing on my Mac, launching the Picnik app, and still just saw a blank screen, so could not do anything with regard to uploading a photo.
Alternatively, the profile photo exists on your hard drive at /home/chronos. This file is called yourname@gmail.com.png. If you have jailbroken your machine, and you downloaded a photo from the web, it will be in /home/chronos/user/Downloads. (You can get into the full shell from crosh by typing shell, and if you need superuser privileges, sudo su.) You can just copy the file, renaming it as a .png file with your email that you use for logging in. I am not sure what it does if it finds no yourname@gmail.com.png. .png file, but a yourname@gmail.com.jpg. instead, or what happens if the .png file has dimensions that it doesn't like. I suggest you back up your original photo, before you try this.
Is this still true if you used the "skip this step" option?
I'll test it out, give me a few minutes. I currently have a picture, but I'll remove the file completely and see what happens, then I'll try adding another file.
UPDATE: It looks like it works. Deleting the email@gmail.com.png and rebooting gives me the default blank picture just as if you had skipped it. I then added a different .png file with the same name and rebooted, and the new picture showed up just as you would expect.

While this work around seems to work to get a picture on the account, it is still listed as a bug and something Google will address to make it a "easier" process.
well hello.
I had this issue to.
at the installation make a picture (to get the png in your chronos folder). open up pixlr editor (works with chrome os) open the picture and paste your desired picture in a new layer.
save the whole thing as the same name (in your chronos folder).
logout...
wait...
...?..
win!
